Welcome to the City of Miami Stormwater Program. If there is a program or public outreach activity listed below that you would like to participate in, please contact Juli Matthews. She is also available to discuss this program before civic groups and local organizations. Your help is needed to make this program grow! Stormwater Program HistoryThe Phase I Stormwater Program involved medium and large Municipal Separate Storm Sewer Systems, known as MS4's, with populations over 100,000. Tulsa and OKC developed Stormwater programs over 10 years ago. Now Phase II has been implemented for small MS4's of over 10,000 people. For Oklahoma, that means 48 communities and organizations, such as ODOT, are now regulated. We received our first permit on November 4, 2005. This permit is for 5 years and will be reissued every 5 years. The permit goals and activities could change as the program matures. What does the City of Miami have to do? Our Program outlines 23 activities. These tasks include 6 areas of emphasis: 1. Public Education and Outreach 2. Public Participation and Involvement 3. Illicit Discharge Detection and Elimination 4. Construction Site Stormwater Runoff control 5. Post Construction Management in New Development and Re-Development 6. Pollution Prevention and Good Housekeeping. Our 23 activities, which are defined as Best Management Practices (BMP), have specific, measurable goals for each year of our permit. This first year will be devoted to developing our educational materials and programs, with implementation following. The activities will include: BMP #1: Develop and distribute educational brochures on our program. BMP #2: Train City Staff on stormwater issues. BMP #3: Develop a GIS map of local outfalls. BMP #4: Review, develop, and modify ordinances for this program. BMP #5: Receive, record, investigate, and consider information from the public and staff on stormwater issues. BMP #6: Administer site plan review of construction sites. BMP #7: Train the Stormwater Manager at professional conferences. BMP #8: Discuss the Phase II program at City council meetings. BMP #9: Collect local pollution data. BMP #10: Maintain a stormwater website. BMP #11: Utilize a display board for public awareness. BMP #12: Present a stormwater education program for the schools. BMP #13: Implement a volunteer stream-monitoring program. BMP #14: Establish and implement a storm drain-marking program. BMP #15: Establish and manage annual street clean-up programs. BMP #16: Sponsor household pollutant collection events. BMP #17: Conduct a dry weather screening of our outfalls. BMP #18: Distribute items to promote the stormwater program. BMP #19: Conduct MS4 inspections based on complaints. BMP #20: Conduct MS4 inspections based on construction projects. BMP #21: Conduct MS4 inspections for City facilities. BMP #22: Conduct a solid waste collection program. BMP #23: Conduct a street sweeping program. This list of BMP's could change slightly as our plan develops. The goal of our program is to cover the six areas of emphasis listed above. Stormwater BMP's can be beautiful as well as functional.
