Mrs. Fitzgibbon began working for the City on September 27, 1999.  She possesses a Bachelor of Science degree in Business Administration from Missouri Southern State University of Joplin, Missouri. In 2007, she completed the Oklahoma Municipal league Certified Municipal Official program. Jill has comparative experience in this role since 1995.

JOB SUMMARY: The public works director is responsible for directing the entire operation of the public works department. This includes street construction, maintenance and repair, assuring efficient and timely disposal of all solid waste materials delivered to the transfer station facility including daily collection of all residential and commercial waste, curbside recycling, maintenance of parks, cemetery, library, civic center and fleet garage. This position is also responsible for sports activities, municipal pool, events, fairgrounds and summer recreation program.

Mark Hill serves as City of Miami street division supervisor. Mr. Hill is responsible to Tim Wilson, public works director.

Mr. Hill has worked for the street division since 2002.

JOB SUMMARY: The street supervisor is responsible for planning, organizing, and supervising the maintenance and repair of City streets, alleys, drainage systems, snow and ice removal, street sweeping, preventive maintenance, routine annual maintenance, and vehicle and equipment maintenance. The supervisor also trains, supervises, andevaluates work performance of assigned staff.

Joe Waldon serves as City of Miami street division foreman under Mark Hill, street division supervisor.  He has been with the City since 1999 and was promoted to foreman in September of 2007.

STREET DIVISION FOREMAN JOB SUMMARY:

The street division foreman operates all street division vehicles and equipment, and performs manual labor as necessary in the process of street repair, snow removal and other similar duties. In addition, he is responsible for overseeing the day-to-day operation of the street division under the direction of the street supervisor.

Carolyn Norton has been employed with the City of Miami for over 20 years and transferred to the public works department May 2008.

JOB SUMMARY: This position provides administrative support to the street, park and recreation, cemetery, and sports activity departments.

Street Division Mechanic

Greg Witte serves as the street division mechanic. Mr. Witte was hired April 13, 1998. 

STREET DIVISION MECHANIC'S JOB SUMMARY

The mechanic position in the street division involves the maintenance and repair of all street, utility, solid waste, and fire department's equipment.

The equipment operator I employees in the street division operate a variety of vehicles ando equipment for the purpose of street construction and repair, facility and structure construction, snow removal, and other similar duties as assigned.

EQUIPMENT OPERATOR I EMPLOYEES

Robert Moudy - Has served since 1973. Has operated all street division equipment since 1988. 
Dave Smith - sweeper operator. Has served since 1976. Has been sweeper operator since 2003.
Randy Donnell - Has served since 1977.
Robert Barger - Has served with the city since April 3, 2006.
Ryan Edmondson - Has served with the City since May 22, 2006.

These employees are required to serve as on-site lead worker as assigned.

To qualify for the equipment operator I position, an individual must meet all qualifications of the equipment operator II position and have two (2) years experience as equipment operator II (or equivalent).

Must demonstrate proficiency in operation of equipment designated for use by equipment operator II plus demonstrate ability in operation of motor grader, excavator, track loader, dozer, roto-mixer and sweeper.

Must possess mechanical aptitude in order to learn proper operation, maintenance and repair of required equipment.

Must demonstrate knowledge of:

• Concrete (streets, curbs, sidewalks, etc.)
• Basic building construction.
• Minor maintenance of equipment used in performance of job duties.
• Basic maintenance of City owned facilities.
